Draco stood proudly before the press and many, many other observers as he addressed the recent rescue of Minerva McGonagall. It was a proud moment for the Ministry and he hoped it was proof that the Order of the Phoenix would not be needed to start a war against this Dark Lady. That was what Draco feared the most after all- a Third Wizarding War, and if the Order took action, that's what would erupt.
"We are pleased to announce that thanks to the courage and skill of our Department of Magical law Enforcement, Hogwarts Headmistress Minerva McGonagall has been found, rescued, and returned safely to Hogwarts," he said. "And I assure you that the next time I speak to all of you, the Dark Lady herself will have been captured and locked away in Azkaban, never to spread her evil on our world again. Let this show that the Ministry is as strong as always, and the Ministry will continue to protect and serve all wizards and witches, and preserve the peace of our world. And no dark power, no matter how strong and influential, will change that."
Draco spoke with a few people individually before returning to his office. Once inside, he stepped over and sat in his chair, sighing solemnly in thought. He began to wonder how much of what he just said was him trying to convince himself that all would be well more than others.

Long gone were the days; when Emil would stand still behind Draco in the splendidly grandiose Atrium, facing the public while the Minister gave his formal address. Hearing the speech, Emil felt the urgency of the Ministry in capturing this witch – who had been wreaking havoc and spreading rumors of terror, not only in Great Britain, but across the continent as well. Emil had been travelling around Europe this couple of months – having tirelessly conferred, and occasionally debated, with other countries’ representatives for their Ministries of Magic. He had never been away from home for so long, yet it was paramount for him to help the Department of International Magical Cooperation garner more external backing and collect some confidential information along the way. A whole slew of matters were already waiting for him to attend, but he was glad to be home at last.
“Perfect,” thought Emil as he listened attentively to the speech, observing the reaction of the crowd below; who generally expressed affirmation at the promising words of the Minister. An invariable handful, however, suggested mere apathy and skepticism. Truthfully, Emil was not taken unaware at the surety offered by the Minister for the wizarding community – for him, too, deemed it necessary to expunge the insidious fear in the hearts of the people. The timing was opportune as well; since the Headmistress of Hogwarts had indeed been recently rescued from the nasty little witch, the Ministry could likewise advance its public standing. Above all, however; he believed that once the Ministry had galvanized adequate support from all fronts, peace would not be impossible.
He followed closely as Draco discreetly discussed things over with a few individuals; then watched him pace back into his office, his face etched with an uncomfortable weariness. Emil walked over to his own desk. In his chair, he sat for a few moments – mulling over his ideas as a stream of interdepartmental memos scruffily stack themselves on his… desk. While he journeyed; Emil was developing several strategies regarding the pursuit of the Dark Lady, and longed to resolve the matter with Draco. Making up his mind, he strode across to the Minister’s Office and knocked a couple before walking in; to see Draco sink deep in his own thoughts.
“Minister, may I interrupt for a moment?” Emil requested. Composedly, he continued with a smile, “And perhaps a Galleon for your thoughts.”

Draco looked up when he heard Emil's voice. Emil had been a great help to him the past few months. As Senior Undersecretary, he was a strong asset to the Office of the Minister and the Ministry in general. As a friend, he was something more- a man that at times kept Draco's wits and perhaps even his sanity in check when things were at their worst. The last thing Draco needed to do was revert back to what he once was. He had fought too hard to change since the Battle of Hogwarts to go back to being that boy.
"Emil, yes please come in," he said. "I trust I didn't ramble on in that speech, or perhaps didn't ramble enough as some of the public seem to expect of their Ministers." Now for his thoughts. If he couldn't confide in people like Emil, who could he confide in. "It's far from over, you know? I know how a dark magic user's mind works. Whenever Voldemort had a set back, I'd watch him retaliate twice as strong. If this Dark Lady is anything like him, she'll do likewise. But the public cannot know this... at least not yet. McGonagall's rescue has returned that sense of hope in many of them. That hope must be preserved for now."

“ Not at all, I reckon,” Emil attempted to calm the Minister, “ Understand you have much ambitions on your mind, Draco, but be assured that we know this is the best we can afford, all things considered at the moment. McGonagall’s safety has indeed restored the balance in power and authority in the school. Well, Hogwarts should really hold a festive occasion, soon as their Headmistress is back after recuperating for some time. Perhaps, it would lessen the public tension as well,” Emil did not want Draco – either as his Minister or his friend – to be overwhelmed by the deluge of negative feelings which might well drag him back to insanity; and he once heard from Draco that it was right about hell. Redemption had been for him, even right here and now; and Emil could not watch his friend descend into the same venomous pit. All these while, Draco had always done the right thing, said the right words and did his best to protect the wizarding community – which was one of the reasons Emil looked up to Draco, more than as a Minister and friend. Draco was his mentor and his teacher, Emil could even trust him with his own life.
Emil then recalled the panic he had seen in the eyes of the people during his journey, the fear that distorted their words and dimmed the clarity of their minds. Surely all this terror ought to cease now, and Emil resolved to make it happen.
I reckon that’s the truth – heard about the Aurors’ ambush on the Black Army while in Bulgaria, and still they've managed a narrow escape,” he continued, “Yes, we have to stop her now, Draco… Before she gets stronger, before the Army retaliates, and I have something in mind. My dear Minister, what would you say to a bait, a taunt? What do you reckon is the thing that she cares for and desires the most, save those Horcruxes? Besides, the Headmistress might reveal a thing or two about her captors, and we were going to investigate the place as well.”

Draco listened as Emil spoke of how Hogwarts had been seemingly back to its old self again. He sighed at this.
"Perhaps Hogwarts is safe again, but I'm not sure if I'm ready to take that chance and remove the Aurors yet," he said. "Our enemies could very well be giving us a false sense of confidence, and I could not live with knowing I exposed the future of our society walking Hogwarts' halls to this Dark Lady's wrath."
Draco's thoughts drifted to Scorpius again, and how he risked his life to save another against a dark wizard. He couldn't imagine losing his beloved son, and through that he didn't want any other to feel the sting of losing their sons and daughters as well... especially when he could have done something to prevent it.
Draco shook his head about the "bait" idea.
"You forget, old friend, we tried that already, and quite elaborately with the false Prophet article about the orb, and she saw right through it," he said. "But perhaps we should speak to the Headmistress and see what can be found out. Good thinking, Emil."
(Not sure if the Dark Lady has Horcruxes like Voldemort but I could wrong.)

“Never let our guards down, should we? Better safe than regret, I agree.” Emil said to the Minister, “Lest the Army retaliates unexpectedly and cast more horror unto this land. And frankly, who knows when it would return? At this point, we should continue to protect the people and gain more knowledge on this Dark Lady and her Army.”
Emil felt a brief sense of pleasure when Draco commended his good thinking. He had always worked with good intentions, and approvals were not the things he seek – it was the assurance that he was doing the right thing, protecting the wizarding community which he had grown up in.
Nevertheless; as a young man predisposed to practicality, Emil could be a little unrestrained and too quick regarding certain matters – and he had been learning to correct these fallible tendencies. A man of such great stature should unfailingly calculate his own risks, making proper judgment call about things – and Emil had Draco to thank the heavens for. The Minister possessed both experience and good insights into the affairs of the people – and as a leader, he would unhesitatingly rectify Emil with his imperfections. After all; Emil did grow up walking the halls of Hogwarts, and Scorpius likewise. Draco having let out a sigh brought Scorpius to Emil’s remembrance – and he recalled Draco’s impregnable desire to protect his loved ones wherever they went. Yet the gravity and treacherousness of their current predicament seemed to present no immediate stronghold of refuge; but Emil was never one to give up, determination was one of his strong suits.
“Dear Minister, direct your orders and we would speak to her at once,” Emil concluded. @dracomalfoy

Draco was glad Emil agreed with him on these matters. True, Draco also admired one who spoke his mind if he disagreed with the Minister as well, and he knew Emil would do so as well, but in this case, it was more beneficial if the two men were of the same mind.
"I'll speak to Potter and his Department," said Malfoy. "We'll see what move is the best to pursue." Though Draco was uneasy on this. Harry led the Order, the very group Draco didn't want involved. But at the same time, Potter was Head Auror, and the last thing Draco needed was to be on bad terms with them, especially after their courage in saving McGonagall.
Draco turned and looked at Emil in thought for a moment as Emil spoke of directing his orders.
"You and I will speak to her, and we alone," he said. "We must remember she is an elderly woman, albeit a strong-willed and strong-minded one, and one who had just been through a frightening ordeal. We must make the talk as comfortable and personable as possible."

He listened attentively to the Minister, eyes widened in cognizance of his actions. "I'm sure the Aurors would agree to remain in vigil until the Dark Army has been entirely captured. Even with the upcoming party at Hogwarts, I reckon." Emil added, "Best to be out of their way, but where conflicts of interest appear and the welfare of the society is concerned, the Ministry must remember to react accordingly."
Regarding the Headmistress, he thought for a moment and continued as calmly as possible, "When shall we pay her a visit, Draco? The school is indeed holding a celebration at some point, and soon, the whole place would be teeming with a multitude of students. Fairly difficult to remain discreet with all the boys and girls roaming around the school corners."
Emil was anxious to make advances against the dark forces, and he was not intent on letting this Golden Snitch fade away from sight.
Closing his eyes for a moment, deeply in thought, Emil added sternly, "I'm ready, whenever you are. After her rescue... It's been a while, anyway."
